The council endorsed at its meeting held on 13 December 2023 to place on public exhibition the 'Amendment to 2023/24 Fees & Charges (within Revenue Policy) for Renewable Energy Waste' for a period of 28 days commencing Friday 15 December 2023 and concluding 11.59pm Sunday 14 January 2024.

The amendment would update the 2023/24 Fees & Charges (within the Revenue Policy) to make provision for Renewable Energy Waste disposal (from commercial sources). That is, commercial renewable energy waste will only be accepted by prior negotiation with Council and the General Manager will be delegated authority to negotiate fees for Renewable Energy.

Below is how the proposed fee will appear in the 2023-204 Fees and Charges:

Background: Council has been receiving and assessing various applications for the planning and development of renewable energy production within the Renewable Energy Zone. The waste disposal for the construction, operation and end-of-life of these facilities must be considered. There must also be a process for ensuring resource recovery efforts, particularly for the large volumes of solar panels, wind turbine blades, and other materials that would otherwise be disposed to landfill and potentially years of our limited landfill capacity.

The Armidale Regional Landfill operates under an Environmental Protection Licence, which includes an annual threshold for waste disposal. The ability to forecast and plan for large influxes of waste is crucial to enable the operational acceptance of waste generated within our region.

Submissions are invited and must be addressed to the General Manager, Armidale Regional Council, PO Box 75A, Armidale, NSW 2350, or sent by email to council@armidale.nsw.gov.au and marked 'Submission on Public Interest Disclosure Policy'.

Submissions must be received by 11.59pm Sunday 14 January 2024.

Please be aware that if you make a submission, other people may have access to your comments. This may be as a result of a report to a Council meeting or as part of an application under the Government Information (Public Access) Act 2009. Also, under State legislation, any person making a submission on a Draft LEP amendment must also disclose whether they or an ‘associate’ have made a ‘reportable political donation’ or gift to a local Councillor or Council employee within the period commencing two years before any submission is made and ending when the Draft LEP is determined. Further details including disclosure forms are available on request from Council.
