Consultation has concluded

Council is exhibiting Draft Amendment No. 7 to Armidale Dumaresq Local Environmental Plan (LEP) 2012 and the associated Draft Planning Agreement.

The intended outcome of the Planning Proposal is to rezone Lot 1 DP 1173995, Lot 1 DP 1195163 & Lot 14 DP 5188 at 10558 New England Highway and 19 Kia Ora Road, Armidale, from RU4 Primary Production Small Lots to IN2 Light Industrial and reduce the lot size standard to enable future light industrial develop.

This planning proposal has an accompanying draft voluntary planning agreement proposing the Developer make monetary contributions for:

  • a new roundabout currently under construction servicing the New England Highway, Armidale Regional Airport, Airport Subdivision and the Land (‘the roundabout’)
  • extending the National Broadband Network
  • providing open space
  • providing land and vegetation management for bio-banking

In addition, the developer is to undertake all the works of road closure and reconnection to close the intersections of Kia Ora Road and Mills Road with the New England Highway and to reconnect both roads to New England Highway at the roundabout.

Submissions are invited and must be addressed to the CEO, Armidale Regional Council, PO Box 75A, Armidale, NSW 2350, or sent by email to council@armidale.nsw.gov.au. Submissions must be received by Council no later than 5pm on Friday 14 December 2018.

In relation to making the Draft LEP Amendment, the Minister for Planning has authorised Council to use its delegations and exercise the plan making functions of the Minister under section 59 of the Environmental Planning and Assessment Act 1979.
