The Armidale City Centre has historically functioned as the civic, commercial and cultural heart of Armidale and the New England region. However, the Armidale City Centre is experiencing a combination of structural and economic challenges that are limiting its vitality and growth. Key issues include high vacancy rates, underutilised and ageing buildings, fragmented land ownership, limited public and private sector investment and the lack of a comprehensive longterm plan to address the issues.

The centre has also been impacted by the decentralisation of retail and commercial activities to out-of-centre locations, reducing foot traffic and economic activity. Public domain quality is also declining with inconsistent street networks and closed roads and altered heritage facades having materially constrained activation. Collectively, these factors have resulted in reduced vibrancy, diminished economic performance, and a gradual erosion of the City Centre’s role as the region’s primary commercial, civic and cultural hub.

Overview of the Vitality Plan Approach

The Vitality Plan establishes a clear strategic direction centred on:

  • Increasing residential population and day-to-night activiy
  • Reinstating a functioning main street through a shared Beardy Street
  • Delivering high-quality and consistent public domain
  • Leveraging heritage as a key economic and identity asset
  • Facilitating catalyst redevelopment sites
  • Aligning planning controls, infrastructure and investment

This is supported by a defined implementation framework combining Council-led capital works, planning reform and private sector investment.

The Draft Armidale City Centre Vitality Plan provides a comprehensive and evidence-based framework to address long standing structural issues affecting the city centre and to guide its long-term revitalisation. Endorsement for public exhibition allows Council to formally present the Plan to the community and stakeholders, obtain feedback, and refine the document prior to adoption. Exhibition of the Plan represents a critical step toward delivering coordinated investment, improved public spaces, increased residential population, and a revitalised city centre that functions as the civic, cultural and economic heart of Armidale.



At the June Ordinary Council Meeting, Council resolved to:

a. Endorse the Draft Armidale City Centre Vitality Plan (Attachment 1) for the purpose of public exhibition.

b. Delegate authority to the General Manager to make any minor amendments to Draft Armidale City Centre Vitality Plan prior to public exhibition.

c. Place the Draft Armidale City Centre Vitality Plan on public exhibition for period of up to 42 days.

d. Receive a further report following the exhibition period detailing submissions received and any recommended amendments to the Plan.


The Plan is now on public exhibition, and Council is seeking feedback from the community.

We invite you to review the draft Plan and have your say. Your feedback will help refine the final direction and shape the future of the Armidale city centre.

Submissions are invited and must be addressed to the General Manager, Armidale Regional Council, PO Box 75A, Armidale, NSW 2350, or sent by email to council@armidale.nsw.gov.au with subject 'Draft Armidale City Centre Vitality Plan'.

Submissions must be received by 5pm Monday 17th August 2026.
