Draft Code of Meeting Practice
At the Ordinary Council Meeting held on Wednesday 22 October 2025 the Council endorsed the Draft Code of Meeting Practice for placing on public exhibition for a period of 28 days from Thursday 24 October to Thursday 20 November 2025.
It was resolved that Council
a. Endorse the draft Code of Meeting Practice to be placed on public exhibition for a period of at least 28 days, from Thursday 23 October 2025 to Thursday 20 November 2025 and members of the community be given at least 42 days, to Thursday 4 December 2025 in which to comment on the draft code of meeting practice;
b. That a further report be provided to the 10 December 2025 Council meeting for consideration of any submissions received; and
c. That if no submissions are made within the submission period, then the Draft Code of Meeting Practice be adopted as of 31 December 2025.
Draft Code of Meeting Practice
The Model Code of Meeting Practice for Local Councils in NSW is prescribed under section 360 of the Local Government Act 1993 (the Act) and the Local Government (General) Regulation 2021 (the Regulation). The Model Code of Meeting Practice provides a uniform set of meeting rules for councils across the state to ensure more accessible, orderly, effective and efficient meetings.
Council is required to review its Code of Meeting Practice at least once within each Council term. With the recent changes to the Model Code of Meeting Practice for Local Councils in NSW (Model Meeting Code) published 29 August 2025, it is timely to adopt the new provisions as required by 31 December 2025.
This updated code introduces mandatory provisions and changes aimed at increasing transparency and order in council meetings, including a prohibition on private pre-meeting briefings, mandatory live-streaming of council and councillor-only committee meetings, expanded powers to deal with disorder, and making information from closed meetings public.
