Armidale Regional Council is seeking community feedback on the Draft Compliance and Enforcement Policy.

The policy has been developed to guide Council officers in carrying out compliance and enforcement activities relating to unlawful activity in a manner that is accountable, transparent, consistent, proportional and timely. It also helps the community understand Council's role, responsibilities and decision-making processes when responding to reports of unlawful activity.

The current Compliance and Enforcement Policy was adopted in July 2022 and was the first policy of its kind for Armidale Regional Council. The draft 2026 policy includes administrative updates and improvements to simplify the document and improve readability.

The policy is supported by an accompanying Compliance and Enforcement Protocol, which provides detailed guidance to Council officers on how compliance matters are investigated and managed. The policy and protocol are intended to be read together.

The draft policy outlines:

  • Council's compliance and enforcement principles.
  • How reports of alleged unlawful activity are managed.
  • How Council prioritises and allocates limited resources.
  • The management of confidentiality for people reporting concerns.
  • What the community can expect from Council officers.
  • How complaints about enforcement actions are handled.
  • The approach to anonymous reports.
  • The role of Councillors in compliance and enforcement matters.

The policy promotes a fair, consistent and transparent approach to compliance and enforcement activities across the region. It aligns with best-practice guidance from the NSW Ombudsman and supports Council's role in maintaining community safety, order and confidence in regulatory decision-making.

The policy also supports areas such as building compliance, development matters, companion animal management and parking regulation.

Submissions

Submissions are invited and must be addressed to the General Manager, Armidale Regional Council, PO Box 75A, Armidale, NSW 2350, or sent by email to council@armidale.nsw.gov.au with subject 'Draft Compliance and Enforcement Policy'.

Submissions must be received by 5pm Tuesday 6 October 2026.
