At the Ordinary Council Meeting held on Wednesday, 26 February 2025 the Council endorsed the Draft Electric Vehicle Charging Infrastructure on Public Land Policy to be placed on public exhibition for a period of 28 days from Wednesday, 5 March to Wednesday, 2 April 2025.

The purpose of this Policy is to provide guiding principles for the provision, installation, management, maintenance, and removal of Electric Vehicle Charging Infrastructure (EVCI) on public land owned and controlled by Council (including Crown land) and public roads, in the Armidale Regional Local Government Area (LGA). This is to allow for consistency in approach and execution and ensure that providers are aware of Council’s requirements and expectations. The Policy outlines the principles for planning EVCI on public land and to support the selection of the correct type of infrastructure at the right location.

The main objectives of this Policy are to:

  1. Provide guiding principles for the provision, establishment, operation and management, maintenance and removal of EVCI on appropriate parcels of public land in the Armidale Regional LGA;
  2. Support the delivery of EVCI on public land that integrates effectively with the transport network and local environment;
  3. Clearly outline the roles and responsibilities of the provider and Council in relation to the establishment, operation, management and removal of EVCI;
  4. Provide direction for providers of EV infrastructure in the allocation of suitable locations on public land and Council requirements;
  5. Promote and encourage the establishment and uptake of sustainable transport options; and
  6. Promote visitation to the region by encouraging the placement of EVCI at desirable tourist locations.
  7. Seek to leverage private sector investment as its preferred service model and thereby foster a sustainable service model where costs are born by users rather than ratepayers. This includes market-based compensation for use of public land. Note, Council may seek to lead delivery of EVCI in appropriate circumstances, utilising funds from planning agreements and/or government grants when available.
