What is the Local Housing Strategy?

    The Local Housing Strategy is a local planning strategy that will guide the delivery of housing in the Armidale Region over the next 20 years. The strategy builds on the longer-term land use planning vision established in the Local Strategic Planning Statement: Advancing our region: Toward 50,000 (LSPS) and has been developed through a review of development, housing stock, housing trends, population trends and planning provisions.

    Why prepare a local housing strategy?

    The LHS will give effect to the relevant actions of the LSPS and provide the strategic merit and direction for future amendments to the Local Environmental Plan and Development Control Plan. The strategy has been prepared in accordance with the Department of Plannings Local Housing Strategy Guideline and template and has been developed based on the following:

    • The New England North West Regional Plan 2041
    • Advancing our Region Community Plan 2022-2032
    • Advancing Toward 50,000, LSPS

    Why do we have to plan for growth?

    Planning for growth now means we will well prepared when growth occurs. If we do not take a considered and proactive approach, when development occurs it can be adhoc and inconsistent with the community's vision for the future. A holistic approach to planning also considers environmental and infrastructure factors to ensure infrastructure is delivered efficiently and important environmental values are maintained and enhanced. 

    Where will additional housing be located?

    The local housing strategy (LHS) identifies that there is capacity for infill development in the existing urban footprint of Armidale and Guyra with opportunities to increase diversity in housing close to services. 

    Residential Growth areas

    The Local Strategic Planning Statement, Towards 50,000 identified 3 residential growth areas, the Northern, Eastern and Western growth areas. The LHS builds on this further by providing high level structure plans foreach growth area and a staging map indicating the immediate stages for release and stage 2. 

    The development of the residential growth areas will each be shaped by a Masterplan that is developed to be consistent with the planning principles outlined under Planning Priority 6 of the LHS. 

    Sustainable development of land

    The LHS proposes a number of changes to the Armidale Regional Local Environmental Plan 2012 for the purpose of reducing minimum lot size provisions in certain zones, to allow for additional development potential and more efficent use of land.
