At the Ordinary Council Meeting held on Wednesday 10 December 2025, the Council endorsed the Draft updated Renewable Energy Community Benefit Framework for placing on public exhibition for a period of 28 days from Wednesday 14 January 2026 to Thursday 12 February 2026.

It was resolved that Council:

a. Endorse the Draft Updated Renewable Energy Community Benefit Framework for public exhibition for a period of not less than 28 days.

b. Receive a further report once the submission period closes to consider any submissions received.


On 14 November 2023, the Department of Planning and Environment released the Draft Energy Policy Framework for public exhibition. On 22 May 2024, Council endorsed its updated Renewable Energy Community Benefit Framework to be consistent with the Department's Framework. A further update to Council’s Renewable Energy Community Benefit Framework is now considered necessary due to ongoing changes with energy storage developments such as batteries, which are increasing their storage duration rather than increasing their megawatt capacity.
