Notice for Planning Proposal No 28 – Temporary Workers’ Accommodation
In accordance with the conditions of the Gateway Determination received from the NSW Department of Planning, Housing and Infrastructure, Council gives notice under section 3.34(2)(c) and clause 4 of Schedule 1 to the Act, of the public exhibition of a Planning Proposal for Draft Amendment No 28 to Armidale Regional Local Environmental Plan (LEP) 2012.
The intended outcome of the Planning Proposal is to amend the Armidale Regional Local Environmental Plan (ARLEP) by inserting a new ‘Additional Local Provision’ into Part 6 of the LEP to enable development for the purposes of Temporary Workers Accommodation in certain zonings within the Armidale Regional Local Government Area, excluding within the RU3 Forestry Zone and all recreation and conservation zones, and:
- to provide for a land use definition for Temporary Workers’ Accommodation, and
- to provide development controls to ensure the suitable location of Temporary Workers’ Accommodation.
Council, as the Planning Proposal Authority (PPA) is authorised to exercise the function of the Local Plan-Making Authority under section 3.36(2) of the Environmental Planning and Assessment Act 1979, in accordance with the Gateway Determination issued on 12 December 2025.
The Planning Proposal and supporting documentation will be on public exhibition for a minimum of 20 working days from Thursday 29 January 2026 until Friday 27 February 2026.

Submissions must be received by Council no later than 5.00 pm on Friday, 27 February 2026.

Please be aware that if you make a submission, other people may have access to your comments. This may be as a result of a report to a Council meeting or as part of an application under the Government Information (Public Access) Act 2009. Also, under State legislation, any person making a submission on a Draft LEP amendment must also disclose whether they or an ‘associate’ have made a ‘reportable political donation’ or gift to a local Councillor or Council employee within the period commencing two years before any submission is made and ending when the Draft LEP is determined.
