Oxley Solar Farm Voluntary Planning Agreement
At the Ordinary Council meeting held on Wednesday 22 May 2024 Council endorsed the Oxley Solar Farm Voluntary Planning Agreement to be placed on Public Exhibition for a period of 28 days. The exhibition period commences on Wednesday 31 July and ends on Tuesday 27 August 2024.
Oxley Solar Farm proposes a 225 MW solar farm with up to 50 MW of battery energy storage and associated infrastructure (Figure 1).
The general terms of the PA offered by Oxley Solar Farm were:
• Lump sum of $2,790,000 (adjusted annually for CPI) on commencement of construction.
• Annual payment of $139,500 (adjusted annually for CPI) for 20 years from commencement of construction.
• An agreement to provide assistance with purchasing solar panels and steel components on behalf of Council at Oxley Solar Farm corporate rates.
• Annual sponsorship of Project Zero30 of $20,000 (adjusted annually for CPI) for 10 years from commencement of construction
• Provision of four electric vehicle charging stations at agreed locations no later than commencement of operation.
At the August 2022 OCM Council resolved to accept the general terms of a PA (163/22).
Submissions are invited and must be addressed to the General Manager, Armidale Regional Council, PO Box 75A, Armidale, NSW 2350, or sent by email to council@armidale.nsw.gov.au and marked 'Oxley Solar Farm Voluntary Planning Agreement'.
Submissions must be received by Tuesday 27 August 2024.
Please be aware that if you make a submission, other people may have access to your comments. This may be as a result of a report to a Council meeting or as part of an application under the Government Information (Public Access) Act 2009. Also, under State legislation, any person making a submission on a Draft LEP amendment must also disclose whether they or an ‘associate’ have made a ‘reportable political donation’ or gift to a local Councillor or Council employee within the period commencing two years before any submission is made and ending when the Draft LEP is determined.
